On Thursday, Feb. 19, Gov. M. Jodi Rell cut a Garland of Mini-Carnations, Daisies, Roses and other flowers (instead of a traditional ribbon) to open the 2009 Connecticut Flower and Garden Show at the Connecticut Convention Center in Hartford.
